ROLE PURPOSE:

In close collaboration with WASH Coordinator the position holder will be responsible for the planning, design, implementation, follow-up and evaluation of hygiene promotion activities of Save The Children WASH program in the target communities.

The position is specifically oriented towards the WASH emergency response in the context of the crisis of Iraqi IDP’s, and special attention will be made on the integration of the WASH sector with other core sector of Save The Children such as education and child protection.

In line with SCI’s dual mandate, the Hygiene promotion officer will participate in emergency preparedness training and be prepared to play an active role in WASH response to an emergency.

KEY AREAS OF ACCOUNTABILITY:

Need Assessment 

Assist WASH Coordinator in designing, planning and implementation of WASH need assessments: conducting personal interviews at household level, facilitation of focus group discussions.

Conducting Assessment/Registration for all hygiene promotion relevant interventions. 

Program design and implementation:

In close collaboration with WASH Coordinator Design, planning, implementation and follow-up of hygiene promotion activities in the targeted area.

Identify local Hygiene promotion volunteers.

Conducting Trainings (for community volunteers, teachers, and health workers) on hygiene promotion and basic mobilization skills.

Setting up of children hygiene clubs and conducting hygiene promotion activities in schools/CFS.

Formation and training of WASH committees.

To coordinate and prepare together with Hygiene promotion assistants and community Hygiene Promoters (CHPs) monthly and weekly work plans for hygiene promotion activities.

To Supervise and assist Hygiene promotion assistants and community Hygiene Promoters (CHPs) in timely implementation of work plans and achieving quality hygiene promotion activities.

Ensure mobilization of the targeted communities as appropriate for participation in planning, construction, operation and maintenance of WASH facilities and services.

Plan and ensure the distribution of hygiene kits and promote effective use of all distributed hygiene items.

Take part in the selection, designing, pre-testing, developing, dissemination, and evaluation of appropriate IEC hygiene material for effective hygiene promotion in the target area.

Follow and ensure that gender, protection, local culture, and other important crosscutting concerns are taken into account in program implementation, and reporting.

Maintaining all the hard records of hygiene promotion activities at office level and ensuring soft data is maintained for all hygiene promotion activities.

Ensure community mobilization in all field related to of water, hygiene and sanitation.

Develop and promote local water treatment methodologies in the targeted communities.

Ensuring conducting cleaning campaigns and solid waste management activities in targeted communities.

In collaboration with WASH Coordinator/Manager ensure budget planning and logistic arrangements for day to day hygiene promotion activities: making and follow-up of internal purchase request, quality control of material delivered by suppliers, planning team movements with logistics.

Follow-up of the hygiene promotion activities of potential local partners of Save the Children such as local NGOs, and participate in building their capacity.

Monitoring, Evaluation, Accountability and Learning: 

To carry out pre and post KAP survey in the targeted area.

Implementation of PDM survey (Post Distribution Monitoring) for distribution of kits.

Follow-up of water quality analysis at household level (residual chlorine, bacteriological analysis), in particular to assess the effectiveness of home water treatment techniques.

Collection, consolidation and reporting of weekly data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analyzes performed.

Reporting Responsibilities: 

Writing weekly report to line manager, and verbal reports whenever necessary.

Providing inputs for 4W Matrix.

Preparation of session plan and training reports for all sorts of trainings.

Staff Management, Mentorship, and Development: 

To supervise and provide on job capacity building to hygiene promotion assistants.

In close collaboration with WASH coordinator identify the training needs for hygiene promotion team.

Ensure time sheets of all hygiene team submitted well on time.

In close collaboration with WASH Co doing objective settings and appraisal of hygiene team.

 

Collaboration and Representation:

Represent save the children in the field, coordinating with community leaders, and other stakeholders regarding SC WASH interventions.

Ensure that hygiene promotion activities are in close integration with engineering works.

Coordinate WASH activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.

Coordinate activities with other local actors (governmental and non-governmental) 

Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of Hygiene promotion activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled people.

Emergency Preparedness and Response:

Actively participate in emergency preparedness and planning processes at Kirkuk level.

In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response in WASH sector.

Qualifications & Preferred Skills

QUALIFICATIONS AND EXPERIENCE

Essential: 

Graduate degree in the field of Public health/communication/social sciences, business administration or equivalent.

3-4 year experience in field of community mobilization, communication or training, at least 1-2 years in WASH sector.

Working ability with tight deadlines and in a fast growing program environment.

Previous experience of working effectively as part of a WASH project team 

Commitment to working through systems of community participation and accountability 

Computer literate, knowledge and experience of working on Ms.

Excel, word, Power point and Strong organizational skills.

Knowledge of monitoring and evaluation 

Commitment to capacity building and developing others 

Ability to write clear and well-argued assessment and project reports

Excellent communication skills 

Strong influencing skills 

Politically and culturally sensitive with qualities of patience, tact and diplomacy

The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Oral and written Language skills in English, Arabic & Kurdish 
