PART 1 – JOB DESCRIPTION

 

1.

JOB OVERVIEW

 

The Beneficiary Accountability Assistant supports the Beneficiary Accountability Officer in managing the beneficiary accountability component in Kirkuk, delivering quality and accountability commitments.

POSITION IN ORGANISATION

 

§ Reports to the Beneficiary Accountability Officer

 

3.

ORGANIZATIONAL REQUIREMENTS

 

§ The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children in accordance with Tearfund’s Child Protection Policy

§ The post-holder will be expected to behave in accordance with Tearfund’s ‘Code of Conduct’ as referred to in the Personal Conduct Policy.

 

KEY RESPONSIBILITIES

 

4.1.

PROJECT / SUPPORT FUNCTION MANAGEMENT

§ Support the Beneficiary Accountability Officer in implementing Tearfund Quality Assurance Standards.

§ Support the Beneficiary Accountability Officer in promoting mutual understanding and ownership, with emphasis on commitment to quality standards amongst all staff and other stakeholders.

§ Assist the Beneficiary Accountability Officer and project managers in communicating established accountability standards to project staff, beneficiaries, local partners and other stakeholders.

§ Ensure that appropriate project information is publicly available to beneficiaries and support field staff to provide an accurate understanding of Tearfund and the programme (pending security situation).

§ Support the Beneficiary Accountability Officer in ensuring that field staff encourage active participation of the beneficiaries and their representatives in project decisions and seek their informed consent.

§ Encourage and record feedback from the beneficiaries, including receiving phonecalls on the Beneficiary Hotline, regarding the project and in turn provide information to the beneficiaries on project progress and response to suggestions, and actions taken, in liaison with other project staff.

§ Support Beneficiary Accountability Officer in identifying and making referrals

§ Support Beneficiary Accountability Officer in receiving feedback and assisting beneficiaries at distributions

§ Participate in complaints-handling procedures that are contextual, effective, accessible and safe for beneficiaries, project staff, and other stakeholders, and that feedback is received recorded, reviewed and acted upon.

4.2.

CORPORATE POLICY AND COMPLIANCE

§ Assist in the induction of monitoring staff, ensuring their familiarity with Tearfund’s mandate, values, Quality Standards, policies and programme objectives and their individual responsibilities in upholding these standards and policies.

§

4.3.

EXTERNAL REPRESENTATION

· Build positive local working relationships with local communities, and Tearfund referral partner focal points in other agencies to build acceptance of Tearfund

· Degree and/or equivalent qualification in relevant sector

· Degree and/or equivalent qualification in relevant sector

EXPERIENCE

 

· Some experience in working along programme/project teams (NGO) in the field

· 2 years NGO experience in Iraq

SKILLS/

ABILITIES

* Listening skills

* Ability to receive and record significant amounts of feedback

* Strong communication skills, dealing with people respectfully

* Data collection, strong record keeping (in English)

* Ability to multi-task

* Very good English and Arabic written and verbal communication skills

* Computer literate including Word and Excel

* Organisational and administrative skills

* Kurdish and Turkish language skills

* Analytical and problem solving skills
